The Massachusetts Stormwater Enterprise
Fund class will be conducted on Wednesday, June 21, 2017 at the Needham School
Administration Building. This class will cover the (1) the regulatory
requirements of the MS4 stormwater permitting process and (2) the budgeting,
accounting, and financial reporting of Massachusetts Enterprise Funds including
new emphasis on indirect costs. Stormwater Issues:

Faculty: Mark D. Abrahams, CPA, President of The Abrahams Group, has taught the UMAS course for thirty years. He has assisted many Massachusetts communities implement UMAS based budgeting, accounting and reporting systems and GASB 34 financial reporting systems, has established several enterprise funds, and has conducted many rate studies. He is co-chair of the New England Water Works Association's Financial Management Committee. Robert J. Rafferty, PE, Environmental Partners, Senior Project Manager, has over 20 years of engineering experience in the municipal sector. He has conducted training sessions and created stormwater compliance programs since the issuance of the first Massachusetts MS4 stormwater permit. He recently led training workshops for dozens of communities focused on the draft MS4 permit released in September 2014. At the 2015 MMA conference he presented the municipal perspective on the draft MS4 permit as a member of an expert panel. |
