The Chapter 70 and Net School Spending Workshop will be conducted on Monday afternoon, November 30, 2008 from 1:30 PM to 4:30 PM at the Yarmouth Police Station.  This workshop is an introductory session on net school spending.  This workshop will review the DESE website on the Chapter 70 program and the foundation formula covering:

  • Net School Spending Regulations
  • Chapter 70 district profiles
  • Foundation Enrollment and Foundation Budget
  • Local Required Contributions and Regional Apportionments
  • Chapter 70 Distributions

This workshop will introduce the FY10 final Chapter 70 and net school spending requirement and provide an overview of how the foundation budget, local contribution, Chapter 70 distributions, required net school spending, and how the local contribution is apportioned to member districts. The FY10 numbers represent the fourth year of major equity changes in the formula. Learn about the aggregate wealth model, your district's ability to pay, your target and whether you are above or below the target. Understand if your local contribution will increase by the MRGF and an increment, or be reduced by a percent of the excess over the target. Understand the difference between required and actual net school spending. In addition to the FY10 final numbers, you will understand the many components of education reform financing, the foundation formula, the regulations and guidelines, indirect costs and other important concepts.

This workshop is recommended for school and town officials or individuals who would like a net school spending overview or refresher.
